How to Maintain Healthy Mentality in a disaster

I watched a sort of interview on the brain scientist Hideto Tomabechi on USTREAM).
He introduced a presentation by CDC(Center for Disease Control and Prevention)
The topic was mainly about what the argument by CDC was and Tomabechi's remarks to it.
In that interview, Tomabechi made quite a few suggestions to Japanese government in a field of disaster control. ◎More information, more relief. He suggested that in a crisis, people become desperate of getting more information so they can feel relieved even if the situation itself didn't and problems remained.

Hence the authority has to give people as much information as possible despite those information are optimistic.

Japanese government has done completely opposite operation. They didn't report crucial information such as the explosion in number six reactor. However, foreign media ironically broadcasted the explosion and then domestic media seemed like to be forced to admit.

◎Don't over-reassure
As the uncertainty in Fukushima nuclear plant rose, the officials gradually expanded the evacuation zone. Initial Warning should be based on the worst simulation. Officials can and should say that they do not know some crucial information when they really do not know. CDC states

Instead of making promises about
outcomes, express the uncertainty of
the situation and a confident belief in
the “process” to fix the problem and
address public safety concerns.

and also

Allow people the right to feel fear
• Don’t pretend they’re not afraid, and don’t tell
them they shouldn’t be.
• Acknowledge the fear, and give contextual
information.

Recommend a 3-part action plan
• You must do X
• You should do Y
• You can do Z

Without those psychological governance, CDC argues that there would be a huge risk of MUPS(Multiple Unexplained Physical Symptoms) not only short but also long term health conditions of people.
